The change expands the geographical area covered by the designated Red Sea war-risk exclusion under the applicable <strong>\u201cP&amp;I War Risks Clause for Special Cover.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised terms are particularly important for shipowners, charterers, operators and other maritime interests whose insurance arrangements fall within the scope of this clause.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is changing?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Association has issued a circular confirming that the designated war-risk area will be expanded. The amendment affects <strong>Clause 4(4) of the \u201cP&amp;I War Risks Clause for Special Cover.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised provision applies to war-risk coverage under:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Charterers&#8217; entries<\/li>\n\n\n\n<li>Fixed-premium P&amp;I entries<\/li>\n\n\n\n<li>Additional insurance covers, including additional covers attached to mutual P&amp;I entries, where the <strong>\u201cP&amp;I War Risks Clause for Special Cover\u201d<\/strong> applies<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">However, the change <strong>does not apply<\/strong> to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mutual P&amp;I entries<\/li>\n\n\n\n<li>Excess War P&amp;I cover<\/li>\n\n\n\n<li>FD&amp;D cover<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">When does the change take effect?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The notice was given effective from <strong>24:00 hours GMT on 12 August 2026<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the specified <strong>72-hour notice period<\/strong>, the amendment to Clause 4(4) takes effect at <strong>24:00 hours GMT on 15 August 2026<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means vessels and maritime interests operating within the newly defined area need to carefully review their applicable insurance terms and voyage risk assessments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Expanded designated area<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Under the amended clause, war-risk coverage excludes losses, damages, liabilities, costs or expenses occurring within the designated area covering parts of the <strong>Indian Ocean, Gulf of Aden and Southern Red Sea<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revised boundaries are defined geographically as follows:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Northwest:<\/strong><br>The Red Sea south of <strong>Latitude 25\u00b030&#8217;N<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Northeast:<\/strong><br>A line extending from the Yemen border at <strong>16\u00b038.5&#8217;N, 53\u00b06.5&#8217;E<\/strong> to the high-seas point at <strong>14\u00b055&#8217;N, 53\u00b050&#8217;E<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>East:<\/strong><br>From the high-seas point at <strong>14\u00b055&#8217;N, 53\u00b050&#8217;E<\/strong>, extending to <strong>10\u00b048&#8217;N, 60\u00b015&#8217;E<\/strong>, and then to <strong>6\u00b045&#8217;S, 48\u00b045&#8217;E<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Southwest:<\/strong><br>From the Somalia border at <strong>1\u00b040&#8217;S, 41\u00b034&#8217;E<\/strong> to the high-seas point at <strong>6\u00b045&#8217;S, 48\u00b045&#8217;E<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Important coastal-water exceptions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The revised wording also provides an exception for <strong>coastal waters extending up to 12 nautical miles offshore<\/strong> of territories that are wholly or partly located within the defined boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, this exception does <strong>not<\/strong> apply to three specifically identified areas:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The <strong>Bab el-Mandeb Traffic Separation Scheme<\/strong><\/li>\n\n\n\n<li>The <strong>Red Sea coast of Saudi Arabia<\/strong> that falls within the defined boundaries<\/li>\n\n\n\n<li>The <strong>Yemeni coast<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">These exclusions are particularly important because they mean that the coastal-water exception cannot automatically be relied upon when assessing war-risk exposure in these areas.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What does this mean for the maritime industry?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The change highlights the continuing insurance implications of security risks across the Red Sea, Gulf of Aden and surrounding waters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For vessels operating or planning voyages through the affected region, operators and charterers should carefully examine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The vessel&#8217;s planned route and trading area<\/li>\n\n\n\n<li>Applicable war-risk insurance terms<\/li>\n\n\n\n<li>Whether the vessel&#8217;s entry falls within the scope of the amended clause<\/li>\n\n\n\n<li>Additional insurance requirements<\/li>\n\n\n\n<li>Voyage-specific risk assessments<\/li>\n\n\n\n<li>The treatment of coastal waters and the specifically excluded areas<\/li>\n\n\n\n<li>Any contractual obligations relating to war-risk coverage<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The geographical coordinates in the amended clause are especially important because the revised exclusion area extends well beyond a narrowly defined Red Sea zone.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Other insurance terms remain unchanged<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Association has also made clear that the amendment <strong>does not alter the position of any other areas that are already restricted or excluded under the respective entries<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All other <strong>terms and conditions of cover remain unchanged<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For maritime operators, the key takeaway is therefore not simply that the Red Sea exclusion has changed, but that <strong>the precise geographical boundaries and exceptions now need to be considered when evaluating war-risk insurance exposure.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This development reinforces the importance of checking insurance conditions before entering or transiting areas affected by changing
