(Significant = wastage which has visibly reduced the profile of a structural member)?<\/p>\n\n\n\n<p id=\"ember8234\">Does the condition evaluation report contain any report of substantial corrosion or deep pitting?<\/p>\n\n\n\n<p id=\"ember8235\">Has the condition evaluation report or any subsequent class report recorded any tank coating condition as fair or poor?<\/p>\n\n\n\n<p id=\"ember8236\">If any coating repairs have been carried out inside tanks has the coating technical file updated accordingly?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ember8238\">GUIDELINES<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"ember8239\">HUMAN<\/h3>\n\n\n\n<p id=\"ember8240\">Inspectors will assess the <strong>competency and awareness<\/strong> of the Master and officers by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Verifying familiarity with SMS and ESP structure<\/li>\n\n\n\n<li>Evaluating understanding of safety and environmental protection policies<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"ember8242\">PROCESS<\/h3>\n\n\n\n<p id=\"ember8243\">\u00b7&nbsp; The ESP file must be <strong>fully updated<\/strong> with all required sections as per Classification Society requirements.<\/p>\n\n\n\n<p id=\"ember8244\">\u00b7&nbsp; Periodic inspections of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cargo tanks<\/li>\n\n\n\n<li>Ballast tanks<\/li>\n\n\n\n<li>Void spaces must be carried out and properly recorded.<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8246\">\u00b7&nbsp; The ESP must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Records of <strong>structural repairs<\/strong> (completed and outstanding)<\/li>\n\n\n\n<li>Corresponding entries in the <strong>defect reporting system<\/strong><\/li>\n\n\n\n<li><strong>Incident reports<\/strong> for any damage<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8248\">\u00b7&nbsp; Condition Evaluation Reports must be reviewed with focus on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Coating conditions (especially \u201cfair\u201d or \u201cpoor\u201d)<\/li>\n\n\n\n<li>Areas of corrosion or structural weakness<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8250\">\u00b7&nbsp; Thickness measurements must be available for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Corroded areas<\/li>\n\n\n\n<li>Locations with deep pitting<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8252\">\u00b7&nbsp; The Coating Technical File must include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Details of coating condition<\/li>\n\n\n\n<li>Records of maintenance and repairs<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8254\">\u00b7&nbsp; Any structural abnormalities such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cracks<\/li>\n\n\n\n<li>Denting<\/li>\n\n\n\n<li>Distortion<\/li>\n\n\n\n<li>Corrosion or thinning must be addressed and supported by survey records.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"ember8256\">HARDWARE<\/h3>\n\n\n\n<p id=\"ember8257\">\u00b7&nbsp; Inspectors will conduct a <strong>physical examination of the vessel<\/strong>, focusing on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Areas identified in records<\/li>\n\n\n\n<li>Overall hull structural integrity<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8259\">\u00b7&nbsp; Any discrepancy between <strong>documented condition and actual condition<\/strong> may result in observations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ember8261\">Inspection Guidance<\/h2>\n\n\n\n<p id=\"ember8262\">The vessel operator must ensure that a <strong>robust procedure<\/strong> is in place for maintaining the ESP file in accordance with Classification Society requirements.<\/p>\n\n\n\n<p id=\"ember8263\">The ESP documentation, whether electronic or hard copy, must be retained onboard for the <strong>entire life of the vessel<\/strong>, including at least one year prior to the first special survey.<\/p>\n\n\n\n<p id=\"ember8264\"><strong>Survey records should include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Structural survey reports<\/li>\n\n\n\n<li>Condition evaluation reports<\/li>\n\n\n\n<li>Thickness measurement reports<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8266\"><strong>Supporting documents must include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Survey programme<\/li>\n\n\n\n<li>Structural plans for cargo and ballast tanks<\/li>\n\n\n\n<li>Repair history<\/li>\n\n\n\n<li>Inspection reports by ship\u2019s personnel covering: Structural deterioration Leakages Coating condition<\/li>\n\n\n\n<li>Identification of <strong>critical or suspect areas requiring attention<\/strong><\/li>\n\n\n\n<li>Coating Technical File (mandatory for applicable vessels)<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8268\">Where applicable, the latest Condition Evaluation Report must also be <strong>uploaded to the document repository<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ember8270\">Inspector suggested actions:<\/h2>\n\n\n\n<p id=\"ember8271\">\u00b7&nbsp; Verify that the ESP file is <strong>complete and up to date<\/strong><\/p>\n\n\n\n<p id=\"ember8272\">\u00b7&nbsp; Cross-check <strong>repair history with defect reporting system<\/strong><\/p>\n\n\n\n<p id=\"ember8273\">\u00b7&nbsp; Review Condition Evaluation Reports for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Coating condition<\/li>\n\n\n\n<li>Corrosion and thickness measurements<\/li>\n<\/ul>\n\n\n\n<p id=\"ember8275\">\u00b7&nbsp; Examine Coating Technical File for <strong>evidence of repairs<\/strong><\/p>\n\n\n\n<p id=\"ember8276\">\u00b7&nbsp; During physical inspection, identify any:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cracks<\/li>\n\n\n\n<li>Distortion<\/li>\n\n\n\n<li>Corrosion<\/li>\n\n\n\n<li>Structural thinning<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ember8279\">Expected evidence:<\/h2>\n\n\n\n<p id=\"ember8280\">\u2022&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Enhanced Survey File (which must be onboard for the lifetime of the ship from at least one year prior to the first special survey).<\/p>\n\n\n\n<p id=\"ember8281\">\u2022&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Coating Technical File, where required to be carried.<\/p>\n\n\n\n<p id=\"ember8282\">\u2022&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Supporting documents required to be carried onboard according to the ESP Code.<\/p>\n\n\n\n<p id=\"ember8283\">\u2022&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Inspection reports for cargo, ballast and void spaces by ships personnel.<\/p>\n\n\n\n<p id=\"ember8284\">\u2022&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Incident investigation reports relevant to structural damage and repair within the scope of the enhanced hull survey.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ember8286\">REFERENCE<\/h2>\n\n\n\n<p id=\"ember8287\">TMSA KPI 4.2.2 requires that cargo, void and ballast spaces are inspected to ensure their integrity is maintained.
