Iranian officials argue that the MoU explicitly called for the immediate and permanent termination of military activities on all fronts, including Lebanon, and therefore Iran no longer considers itself bound by certain provisions of the arrangement.

Despite Iran’s announcement, the United States Central Command (CENTCOM) continues to regard the Strait of Hormuz as open to commercial navigation. As of early Sunday morning, there were no reports indicating that Iran had attempted to physically enforce the closure through military action.

However, vessel traffic patterns suggest that the announcement has already influenced shipping decisions. While commercial vessels continued to transit the Strait following the declaration, the overall flow of traffic appeared lower than normal. Several shipping companies reportedly adopted a cautious approach, choosing to delay transits or alter voyage plans until the situation becomes clearer.

A number of vessels were observed changing course following Iran’s statement. Container vessel MSC Qingdao, with a capacity of approximately 7,700 TEU, was reportedly transiting outbound at the time of the announcement and subsequently switched off its AIS signal. Meanwhile, the 2,550 TEU container vessel SSL Kaveri, which had been preparing for an outbound transit through Hormuz, reportedly executed a U-turn shortly after the closure announcement.

The developments reflect growing concerns among shipping operators about the possibility that Iran could attempt to enforce restrictions, similar to actions seen during previous periods of regional tension.

Another point of contention involves transit arrangements and shipping charges. The MoU reportedly stated that Iran would facilitate the safe passage of commercial vessels using its best efforts and without imposing charges for a period of 60 days. Iran’s latest position suggests that it believes the agreement is no longer being honoured and therefore does not consider itself obligated by those provisions.

The Strait of Hormuz remains one of the world’s most critical maritime chokepoints, handling a significant portion of global oil, LNG, and commercial shipping traffic. Any disruption, whether actual or perceived, has the potential to impact freight markets, tanker operations, energy supplies, insurance costs, and global trade flows.

For now, commercial shipping continues to move through the region, but operators, charterers, insurers, and vessel owners remain on heightened alert as geopolitical tensions continue to evolve.

The maritime industry is once again closely monitoring developments in the Strait of Hormuz after Iran announced that the strategically vital waterway is considered closed, citing alleged violations of commitments outlined in a Memorandum of Understanding (MoU) involving the United States and regional security arrangements.
