MMEA Detains Two Tankers for Suspected Illegal STS Oil Transfer off Penang
The Malaysian Maritime Enforcement Agency (MMEA) Penang detained two tankers on 29 January for suspected illegal ship-to-ship oil transfer operations about 24 nautical miles west of Muka Head, Penang.
According to MMEA Penang Director Captain Muhammad Suffi Mohd Ramli, the vessels were detected at around 1:00 a.m. after a patrol boat received a report of suspicious anchoring. An inspection found both tankers positioned side by side, believed to be conducting unauthorized STS activities.
The operation involved 53 crew members of multiple nationalities, including China, Myanmar, Iran, Pakistan, and India. Authorities estimated the value of the seized crude oil at over RM512 million (≈ USD 118 million), with the combined value of the two tankers at around RM718 million (≈ USD 165 million).
The case is being investigated under the Merchant Shipping Ordinance 1952, covering unauthorized anchoring and illegal STS transfers, which carry fines of up to RM200,000 per vessel. Both ship captains and vessels have been detained for further legal action.
MMEA Penang stated that patrols will be intensified to ensure strict compliance with maritime laws in Malaysian waters.
