Cyprus Flag Update – Circular 17/2026: Electronic Log Books

Cyprus has issued Circular 17/2026, allowing Cyprus-flagged vessels to voluntarily replace paper-based Deck Log Books, Engine Room Log Books, and GMDSS Radio Log Books with approved Electronic Log Books (ELBs).

The circular comes into force on 1 July 2026, replacing Circular 25/2020.

✅ Voluntary use of Electronic Log Books is now permitted for Deck, Engine Room, and GMDSS Radio records. Paper log books may still be used.
✅ ELB systems must comply with IMO MEPC.312(74), ISO 21745:2019, and other applicable IMO technical standards.
✅ Software must prevent permanent deletion of entries, maintain data integrity, support individual user accounts, perform automatic backups, and allow records to be exported in PDF or hard-copy format.
✅ The equipment must operate from both main and emergency power supplies without affecting navigation or engine control systems.
✅ Electronic log books must contain all information required by IMO conventions and Cyprus regulations.
✅ Assessment and approval are carried out by Cyprus Recognised Organisations (ROs). The declaration fee is €50 per log book.
✅ Companies are responsible for crew training, updating procedures, maintaining onboard documentation, and ensuring ongoing compliance.
✅ If the ELB system fails, the Administration and RO must be notified immediately, and paper log books may be used until the system is restored.
✅ Vessels transferring to the Cyprus flag must obtain a Cyprus ELB declaration within three months if previously approved under another flag administration.
