The Tokyo MOU and Paris MoU will conduct a joint Concentrated Inspection Campaign (CIC) on Cargo Securing from 1 September to 30 November 2026. PSC Officers will focus on the ship’s approved Cargo Securing Manual (CSM), crew familiarisation, cargo plans and VGM, securing equipment, CSAP, cargo securing throughout the voyage, bridge visibility, and heavy-weather precautions.
A key point for shipowners and crews: the CSM must be onboard, understood and properly implemented. Certain CSM-related “No” responses may result in the ship being considered for detention.
