Had the vessel been enrolled in a Classification Society Condition Assessment Programme (CAP)?

Potential Ground for Negative OBS

• The information provided by the operator in the pre-inspection questionnaire was inaccurate.

• The vessel operator had claimed a CAP rating for modules that were still pending completion.

• The date of the CAP survey was inaccurately declared as the CAP certificate issue date.

• The operator did not upload the CAP certificate to the document store and the CAP certificate was not available onboard for review.

Guidelines

PROCESS

This question will be generated for vessels that have passed their 15th anniversary from the initial delivery date and where the vessel operator has declared that the vessel has been awarded a CAP rating in at least one module.

Prior to the inspection, the vessel operator must:

• Provide information on the vessel’s CAP status in the PIQ (PIQ 2.3) and ensure that the submitted information is accurate. Note that the date of the CAP survey should not be entered as the date of the CAP Certificate issue date in the PIQ.

• Upload the CAP certificate to the document store.

During the inspection on board, the Inspector is expected to request to sight:

• The CAP certificate showing the completion of the assessment survey and the final ratings for the modules.

• The final ratings for the completed CAP modules.

• Evidence that the onboard CAP survey was carried out, along with any information or records to supplement the CAP certificate.


REFERENCE

TMSA KPI 4.3.4 requires that the frequency and extent of structural inspection of the vessel’s cargo, ballast and void spaces is determined on risk criteria which includes vessel’s age and type.
